POSITION: Medicaid Services Manager
QUALIFICATIONS: Required qualifications include: Bachelor’s Degree in a related field OR Associate’s Degree in a related field and a minimum of 5 years developmental disabilities experience OR High School Diploma and a minimum of 10 years developmental disabilities experience. Comprehensive knowledge of Ohio Medicaid rules, policies and eligibility requirements. Ability to effectively utilize technology to access data. Excellent written and oral communication skills. Successful completion of a BCI/FBI background check and multiple database background checks as required by the Ohio Department of Developmental Disabilities (ODoDD).
Preferred qualifications include: Bachelor’s Degree or higher in a related field and 5 years developmental disabilities experience. Ability to obtain and maintain the Service and Support Administrator (SSA) certification requirements of the ODoDD. Working knowledge of Cost Projection Tools (CPT), Monthly Rate Calculators (MRC) and Payment Authorization for Waiver Services (PAWS). Budget development, forecasting and supervisory experience.
DUTIES: General duties include, but are not limited to:
- Serves as the county board primary contact for ODoDD and the Ohio Dept of Job & Family Services (ODJFS).
- Coordinates and provides waiver and supported living information to ODoDD to include updating assessments and entering information into the online system.
- Serves as liaison with other state and local agencies to gather and distribute information related to waivers and supported living.
- Manages all waiver waiting lists, ensuring compliance with rules and timelines.
- Assists with ensuring completion of required assessments including but not limited to:
- Level of Care (LOC),
- Accuity Assessment Instrument (AAI),
- Ohio Developmental Disabilities Profile (ODDP).
- Stays current on ODoDD and Medicaid rules and communicates updates to internal staff.
- Participates in statewide trainings, conferences and meetings as needed.
- Monitors and provides technical assistance to Service and Support Administrators (SSAs) and providers regarding waiver administration.
- Coordinates with local and state agencies to exchange information and support service delivery.
- Utilizes systems such as Brittco, Tableau, and other applications to generate reports necessary for waiver and Medicaid management.
- Authorizes waiver services in accordance with a recipient’s Individual Service Plan (ISP) and budget.
- Oversees waiver cost projections and manages associated budgets.
- Supervises the Medicaid Support Coordinator.
- Assists in the budgetary and planning process for the department. Works with the Finance and Operations Director to assist with projecting waiver needs for upcoming years. Responsible for oversight and implementation of Medicaid revenue opportunities. Develops actions which increase the efficiency and effectiveness of the department.
- Ensures timely review of all waiver packets; supports appeals process when needed. Assists with appeals to the state as necessary.
- Reports any Major Unusual Incidents (MUI’s) or Unusual Incidents (UI’s) in accordance with Ohio Administrative Code Rule 5123-17-02 when appropriate.
- Maintains accurate documentation for all activities, including Random Moment Time Study (RMTS) for Medicaid Administrative Claiming (MAC).
- Participates in other related duties assigned, including, but not limited to committee work, meeting attendance, participation in regulatory reviews and surveys and professional growth activities.
COMPENSATION: Annual salary starting $53,000 or higher depending on relevant experience and education. Benefits include Ohio Public Employees Retirement System (OPERS); medical, dental, vision, life insurance; paid sick, vacation and personal leave. Eleven paid Federal Holidays and extended holiday periods in July and December.
HOURS: 40 hours per week, generally 8:00am to 4:00pm. Schedule will sometimes require flexibility to meet the needs of the individuals we serve. Remote work opportunities available after initial training period completed.
